EC Framework Contract FWC BENEF 2009 (Lot 9)The Cambridge Education Consortium (CEC), led by Cambridge Education and comprising 13 members in total, has successfully managed a consortium on the European Commission Framework Contract FWC BENEF on Culture, Education, Employment and Social Services (Lot 9) since 2005.Our consortium has since been awarded a new contract until September 2011. To date, the Cambridge Education Consortium has completed over 90 assignments in 58 countries.
The framework contract provides short-term technical assistance, exclusively for developing countries, via individual assignments which are mobilised at very short notice (usually three weeks). The assignments are funded by European Commission external aid programmes on behalf of the beneficiary countries. education sector analysis, reform and management (education sector policy, financing, planning and programming; aid to education ministries, administration and management systems; institutional capacity assessment and building; school management and governance; curriculum and materials development)
- Vocational Education and Training

Including: vocational education and training - VET (formal and non-formal), elementary vocational training, secondary level technical education and advanced technical training and VET sub-sector analysis, reform and management (including analysis and measures to strengthen the links between VET and the labour market and to promote involvement of the private sector
- Labour Market and Employment

Including: Structure and characteristics of the labour force, labour market settings/management, employment services and offices, wage policy and labour market, social dialogue and job creation
- Use of Information and Knowledge Economy
- Social Inclusion and Protection

Including: social situation and impact analysis, social policy institutions and their management, pension policy, legislation, systems and reform, social inclusion and assistance policies and systems (subsidies, cash transfers, special programmes for vulnerable and marginal groups e.g. the elderly, the disabled, female headed households, orphans, street children)

- Including: Poverty analysis and monitoring (including Millennium Development Goals and Poverty Reduction Strategies, stakeholder and final beneficiary analysis)
