Mongolia: Labour Market Study in support of the Technical and Vocational Education and Training Project

Cambridge Education is supporting the upgrading of Technical and Vocation Education and Training in Mongolia by conducting an extensive survey funded by the Millennium Challenge Account aimed at the development of a skilled labour force.

Technical and Vocational Education and Training (TVET) has become a new area of focus in Mongolia. Mongolia is currently undergoing economic reform and the expansion of key industries including the mining sector and the development of new infrastructure. The TVET project seeks to enable Mongolia to position itself and its labour force to participate fully in this development process and meet technology and skills gaps.The TVET project addresses the issue of youth unemployment and dependency on migrant labor.  

The Labour Market Survey (LMS) is a core element of the next five years of this major initiative targeted to develop and reform the TVET system in Mongolia. LMS provides information:

  • to monitor developments in employment;
  • to identify problems faced by employers in finding suitably trained and qualified staff for vacancies; 
  • to ensure that the vocational training system is responsive to the changing economic and labor market situation;
  • to measure the capacity utilisation rate by companies;
  • to inform the development of skills quality standards as the foundation to the National Vocational Qualifications Framework; and
  • to inform the development of a competency-based national vocational training system.

Data collection and data analysis is undertaken by a Mongolian team managed by labour market specialist consultants. The design provides a baseline for future labour market development and the results will provide information needed to ensure that the labour market is responsive to the changes associated with economic growth.

There is a growing global recognition of the importance of linking TVET to wider economic reforms, in order to reduce youth unemployment and develop relevant skills and technologies on national levels to ensure the labour force can keep up with global progress and change. This consultancy builds on the wider experience of Cambridge Education of providing technical assistance to the TVET sector.
